Hawaii Island Business Crime Watch (HIBCW)  ·  Effective Date: March 12, 2026

1. Acceptance of Terms

These Terms of Use ("Terms") govern your access to and use of the HIBCW incident reporting web application at hibcw.kiaahilo.org, operated by KIAA (kiaahilo.org) as part of the Hawaii Island Business Crime Watch program. By accessing or using this site, you agree to be bound by these Terms. If you do not agree, do not use this site.

2. Purpose of the Site

HIBCW is a non-emergency community crime reporting tool designed to help Hawaii Island businesses and residents share information about local incidents for community awareness purposes. It is not an emergency service and is not monitored in real time.

⚠ FOR EMERGENCIES, CALL 911 IMMEDIATELY. Do not use this site to report crimes in progress or situations involving an immediate threat to life or safety.

Submitting a report through HIBCW does not constitute an official police report and does not notify the Hilo Police Department (HPD). To file an official police report, contact HPD at (808) 935-3311 or visit hawaiipolice.com . For anonymous tips, contact Crime Stoppers at (808) 961-8300 .

3. Eligibility

You must be at least 18 years of age to submit an incident report. By submitting a report, you represent that you are 18 or older. This site may be viewed by users of all ages for community awareness purposes.

4. Accuracy of Reports

By submitting an incident report, you represent and warrant that:

  • The information you provide is true, accurate, and based on your own direct observation or knowledge to the best of your ability.
  • You are not submitting a false, misleading, fabricated, or malicious report.
  • Any suspect descriptions you provide are based solely on your personal, direct observation and are not assumptions, stereotypes, or secondhand information.
  • You will not submit reports targeting specific individuals out of malice, personal disputes, or discriminatory intent.

KIAA reserves the right to remove or archive any report it determines, in its sole discretion, to be false, misleading, defamatory, harassing, or submitted in bad faith.

5. Prohibited Uses

You agree not to use HIBCW to:

  • Submit false, fabricated, or knowingly inaccurate incident reports
  • Harass, defame, or target any individual or group
  • Submit reports for purposes unrelated to legitimate community crime reporting
  • Upload content that is illegal, obscene, defamatory, or violates third-party rights
  • Attempt to gain unauthorized access to any part of the site or its underlying systems
  • Use automated tools, bots, or scrapers to access or extract data from the site
  • Submit content that includes sensitive personal data such as Social Security numbers, financial account details, or medical information

6. Content You Submit

By submitting a report, you grant KIAA a non-exclusive, royalty-free license to display, share, archive, and use the content of your report (including photos and video) for purposes consistent with the HIBCW program, including sharing with law enforcement.

You retain ownership of any original content you submit, but you acknowledge that report content may be visible to the public and may be provided to law enforcement.

7. No Guarantee of Action

Submitting a report to HIBCW does not guarantee any response, follow-up, or law enforcement action. KIAA makes no representation that reports will be reviewed in any specific timeframe or that any particular outcome will result.

8. Disclaimer of Warranties

HIBCW and all content, data, and reports on this site are provided "as is" and "as available" without warranties of any kind, express or implied. KIAA makes no warranty that:

  • The site will be available, uninterrupted, or error-free
  • Any incident reports are accurate, complete, or verified
  • The site is free from viruses or other harmful components

Community-submitted reports are not independently verified by KIAA or law enforcement. Users should exercise their own judgment when relying on information published on this site.

9. Limitation of Liability

To the fullest extent permitted by law, KIAA and its officers, employees, agents, and program partners shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of HIBCW, including but not limited to reliance on unverified community reports, errors or omissions in report content, or inability to access the site.

10. Indemnification

You agree to indemnify and hold harmless KIAA, its officers, directors, and agents from and against any claims, damages, or expenses (including reasonable attorneys' fees) arising from your violation of these Terms, your submission of false or misleading reports, or your use of the site in violation of applicable law.

11. Third-Party Links

HIBCW may contain links to third-party websites such as hawaiipolice.com , kiaahilo.org , or Crime Stoppers. These links are provided for convenience only. KIAA has no control over and assumes no responsibility for the content or practices of any third-party sites.

12. Intellectual Property

The HIBCW name, logo, site design, and original content are the property of KIAA. You may not reproduce, distribute, or create derivative works from site content without prior written permission.

13. Governing Law

These Terms shall be governed by and construed in accordance with the laws of the State of Hawaii, without regard to its conflict of law provisions. Any disputes arising under these Terms shall be resolved in the courts of Hawaii County, Hawaii.

15. No Advertising Policy

HIBCW is a community safety program operated solely for the benefit of Hawaii Island businesses and residents. The platform, including its public-facing map, incident reporting system, district alert tools, admin panel, and all associated materials, is strictly advertising-free.

  • No commercial advertising of any kind is permitted anywhere within the HIBCW platform, including the public map, incident reports, district alerts, member communications, or any generated materials.
  • District alerts may only be used to communicate safety-relevant information directly related to community crime awareness within the applicable district. Alerts may not be used to promote businesses, products, services, events, or any commercial interest — even if the sender has a legitimate relationship with the subject business.
  • Incident reports may only contain factual information relevant to the reported incident. Reports may not be used for marketing, promotional, or commercial purposes of any kind.
  • Organizational sponsors who provide financial support for the HIBCW program may receive acknowledgment of their support (such as a name or logo on static program materials). Such acknowledgment is recognition of community partnership and is not advertising. Sponsors have no influence over platform content, alert decisions, incident data, or program operations.
  • KIAA reserves the right to immediately remove any content, alert, or report that is determined to violate this policy, and to revoke platform access from any user who uses the platform for commercial advertising purposes.
The integrity of HIBCW depends on the community's trust that this platform exists solely for public safety — not commercial gain. Any use of HIBCW for advertising or promotional purposes undermines that trust and is strictly prohibited.

14. Changes to These Terms

KIAA reserves the right to modify these Terms at any time. The effective date at the top of this page reflects the most recent revision. Your continued use of the site after any changes constitutes acceptance of the updated Terms.
